The 8th All-Russian Congress of Heads of Organizations for Orphans and Children Left Without Parental Care was held at the site of the Moscow State Psychological and Pedagogical University. The congress brought together delegates from all regions of Russia, heads of specialized federal and regional structures.
The central topic of discussion at the congress was the issues of ensuring the social security of children and adolescents, accompanying graduates of educational organizations, as well as the need to create in the constituent entities of the Russian Federation a unified system for protecting the rights and legitimate interests of orphans and children left without parental care.
“According to monitoring data, as of January 1, 2020, there were only 1200 organizations for orphans (1188 state and 12 non-state). In 2019, the number of organizations for orphans decreased by 9%, and the number of children in them — by 26%, ”said Larisa Falkovskaya, Director of the Department of State Policy in the Field of Protection of Children’s Rights of the Ministry of Education of Russia.
However, she noted that in all constituent entities of the Federation, there was a need to improve professional competencies in the psychological and pedagogical rehabilitation of children, prepare them for independent living after completing their stay in the organization, drawing up and implementing an individual plan for the development and life of each child, preparing children for transfer to family education and implementation of post-boarding support programs.
